Oscar was born in the Hillsboro, TN area where he lived and grew up. After being discharged from service, Oscar completed his high school degree and then graduated in two years from Athens State College with a degree in accounting. During the time that he was working for the Postal Service, Oscar began a real estate and development company, Medley Land Company that he would pursue full time after retirement from the Postal Service. He and the company were instrumental in combining pieces of property that were broken up during the land speculation of the Muscle Shoals, AL area at the beginning of the build-up of the Tennessee Valley Authority in the mid-1930s. The records and research that Oscar completed are still in use today. In 1994, Oscar and Ernestine relocated back to Tennessee to the Summitville area.
